MEET SUMMONS
You are cordially invited to participate in the 22ND Annual OECS Swimming Championships. This competition will be conducted under the sanction of the OECS Sports Desk and the Antigua Barbuda Swimming Federation.
1. DATE AND VENUE
DATE: November 9 - 11, 2012 VENUE: Antigua Athletic Club No. 24 Pavillion Drive (Coolidge, Antigua, W.I.) Coolidge St. John’s POOL SPECIFICATIONS: 6 Lane, 25m pool Dolphin Semi-Automatic Electronic Timing System (Automatic Start/Manual Stop)
2. SCHEDULE
Thursday 8TH November: Arrival of teams Friday 9th November (Day 1): Warm-up 3:30 – 4:50 p.m. Technical Meeting - 4:00 p.m. (Antigua Athletic Club) Competition Starts - 5:00 p.m. Opening Ceremony - 6:30 p.m. Relays - 7:30 p.m. Saturday 10th November (Day 2): Warm-Up 8:00 a.m. – 9:50 a.m. Competition Starts - 10:00 a.m. OECS Congress: 5:00 p.m. (Venue to be decided) Sunday 11th November (Day 3): Warm-Up 8:00 a.m. - 9:50 a.m. Competition Starts - 10:00 a.m. Awards and Closing Ceremony - 3:00 p.m. Farewell Party Monday 12th November: Departure of Teams

4. COMPETITION RULES
4.1. THE COMPETITION
The Competition will be conducted in accordance with FINA Rules in force at the start of the competition. FINA Rule SW 4.4 shall be applied. Throughout the Meet there will be a no FALSE-START rule for age groups 9-10 and older, and a two false start rule for younger age groups.
4.2. INTERPRETATIONS
The Organizing Committee and the Meet Referee shall have complete authority to answer and resolve any interpretation, resolution and call relating to this Competition. Video footage may not be used to dispute decisions of the Meet Referee. FINA rules do not allow for video replays to be used as evidence.
4.3. AGE GROUPS
Competitors will compete in the following age groups: 8 & Under 9 - 10 11 - 12 13 - 14 15 - 17 18 & Over All events will be swum according to Age Group except the 400m Free, which will be swum as an Open Event, but scored according to Age Group. For the relay events, the age groups shall be as follows: 10 & Under 11 - 14 15 & Over The swimmer’s age group shall be determined by the age of the swimmer as of midnight on 31st December 2011.
5. ELIGIBIITY
A. All Federations must be in good standing with FINA, proof of which shall be demonstrated in the form of a copy of the receipt for the FINA and ASUA/UANA annual subscription fees to be submitted at the technical meeting. B. All competitors must be citizens or residents of the country they represent.
6. ENTRIES
A. There will be a limit of 4 Competitors in each sex per age group to a Maximum of 34 swimmers. B. There is no limit to the number of events per swimmer. C. No substitutions or alternates will be accepted after the final entries have been submitted, except in relays. All relay participants must have been entered in the meet. D. No Competitor will be able to participate in an age group outside of his or her age group even if it is in an age group older than the competitor. E. Each Country will be limited to two (2) competitors per individual event and one (1) team per relay event for points, however it will be permitted to include more competitors in each event. F. In the relays each Country must enter 4 competitors. The order of the swimmers in each relay of the day’s proceedings must be handed in to the Clerk of Course one hour before the start of each session. G. Competitors should be entered with a SEED TIME or NT (No Time). H. Swimmers will be seeded in each event according to ENTRY TIMES. I. All events will be swum as timed finals. Preliminary Entries must be made using Hy-Tek Team Manager file or entry form and must reach the Organizing Committee no later than Friday, 19th October 2012. 7. TEAM OFFICIALS
Each participating Country may include in its delegation the following officials for accreditation: A. Delegations of twelve (12) competitors or less will be allowed three (3) team officials, B. Delegations of thirteen (13) to twenty four (24) competitors will be allowed four (4) team officials, C. Delegations of twenty five (25) to thirty four (34) competitors will be allowed five (5) team officials, The name and role of each official should be indicated along with the entries.
8. REGISTRATION/ACCREDITATION PROCEDURE
A. Prior to the start of the competition, the Head of Delegation will: 1. Pay to the Organizing Committee the sum total of meet fees as invoiced by the host Country based on the final entries. Invoices will be sent to the National Federations prior to arrival. 2. Submit two (2) flags and National Anthem on CD. 3. Accreditation badges will be issued for each member of the official delegation after payment has been made. 4. The accreditation card must be carried at all times. The loss of an accreditation card must be reported to the Meet Director and will be replaced at a cost of EC $25.00.
9. FEES
A. Meet Fees for the Competition are as follows: Team Fees: EC $100 (US$38) per OECS team entry. Individual Fees: EC $25 (US$10) per OECS swimmer. Meet fees must be paid before the start of the Meet to ABSF’s Treasurer. No swimmer will be permitted to participate in the meet in any event unless they are registered in the Meet and the entry fee has been paid. B. Spectator/Supporter Fees will be as follows: EC$10 per session (Adult) EC$25 Weekend Pass (Adult) EC$5 per session (Child aged 15 and Under) Children under 5 years – no charge
10. TECHNICAL MEETING
There will be a brief Technical Meeting on Friday 9th November 2012 at 4:00 pm at the Antigua Aquatic Club. At this meeting, swimmers may be scratched from events but no alternates or substitutes will be permitted.
11. SCORING AND AWARDS
Points will be awarded as follows (place - individual/relay):
1st - 9/18 2nd - 7/14 3rd - 6/12 4th - 5/10 5th - 4/8 6th - 3/6 7th - 2/4 8th - 1/2 A. A High Point Championship Trophy will be awarded to the top team. B. Medals will be awarded to 1st, 2nd and 3rd place OECS swimmer in each event. C. A High Point Trophy will be presented to the OECS champion in each age group (female & male).
12. OPENING OF POOL
The pool will be opened 90 minutes before the scheduled start of the Competition Session. The pool will be closed 10 minutes before the start of the competition.
13. FLAGS AND ANTHEMS
Each Delegation shall provide: A. Two (2) flags of their country no larger than 4 feet by 6 feet. B. A compact disk of their National Anthem with a time span of not longer than 30 seconds
14. CEREMONIES
A. There will be an Opening Ceremony on the first day of the competition, Friday 12 November, commencing at 6:30 p.m. B. There will be a Closing Ceremony at the end of the competition when the trophies will be presented.
15. TRANSPORTATION
A. Teams are responsible for arranging their own transportation to and from Antigua and the cost there-of. B. Teams are also responsible for arranging their own transportation from the airport to their chosen hotel. Group transportation from the V.C. Bird Airport to Hotels in the north is estimated at US$16 per (1-4) person, and US$11 for each additional person after the 4th person.
